Need Taskbar Blur Toggle for themes

Does anyone have DBlake1's Taskbar Blur Toggle http://dblake1.deviantart.com/art/Ta...-2-0-412358153 The download on Deviantart does not work and I have searched all over the net for it with no availability to find.

First I have heard that he has restricted the share??
Maybe @gsw953: has an inside track on the reason.
I would guess that he has some development issues he is working out.
